- Availability of working capital in an amount not less than 10,000 MCI, confirmed bank certificate
- The presence of building or premise for work with customers and contact centers allocation on the right of ownership or other legal basis
- Application in the form of electronic document certified by e-digital signature of service receiver (formed electronically)(Data form)
- Information on availability of order to establish a service working with consumers (contact center) pursuant to Appendix 3 to the Rules (Data form)
- copies of title documents for electric networks of at least four voltage classes (at least one unit of electric networks for each voltage class) involved in a single technological process of electric energy transmission in accordance with paragraph 3 of Article 22 of the Law of the Republic of Kazakhstan "On Electric Power Industry", as well as copies of acts of differentiation of balance ownership and operational responsibility with the system operator, operating the national electric grid
- copies of documents confirming the presence of at least thirty thousand directly connected consumers of electric energy, including through communal networks: - the register of household consumers with the indication of the surname, first name and patronymic of the consumer, the subscriber number; - register of non–household consumers (including for legal entities funded from the state budget) - name of the legal entity, number of the electricity supply contract
